Isolated Cells

The padded cells are for residents awaiting an interview. They are of course padded and heavily reinforced, small rectangular rooms with small bullet-proof glass windows on the door. Some of the cells stayed closed during the riot and still hold some crazed inmates, people the Joker didn't like or dead residents.
